Western Europe has excellent engineering talent, strong technical education, and — in Germany, the Netherlands, and the Nordics especially — some of the highest development costs outside the United States.

For a well-funded scale-up that is manageable. For an SME digitising its operations or a founder building a first product, European agency quotes frequently exceed what the business can justify. This guide sets out what development costs across Europe in 2026, the GDPR considerations that matter when looking outside the EU, and the realistic alternatives.

Within countries, capitals command a premium: Munich, Berlin, Amsterdam, Stockholm, and Copenhagen all price above their national averages.

What in-house hiring costs in Europe

European employment costs extend well beyond salary — social contributions are substantially higher than in the US or UK.

Add equipment, recruitment, and — importantly — the reality that senior engineers in these markets are in high demand and hiring commonly takes three to six months.

Real project budgets

GDPR and working outside the EU

This is the question European businesses ask first, and it deserves a clear answer.

Using a non-EU development team is lawful under GDPR, provided appropriate safeguards are in place. The practical requirements:

• A data processing agreement (DPA) with your vendor, setting out what data is processed and how.
• Standard Contractual Clauses (SCCs) for transfers to countries without an adequacy decision — India currently falls into this category.
• A transfer risk assessment, documenting the safeguards applied.
• Technical measures — encryption in transit and at rest, access controls, and logging.

There is also a simpler route that many projects use: developers rarely need real personal data. Building and testing against anonymised or synthetic data removes most of the transfer question entirely. Where production access is genuinely required, it can be limited, logged, and time-boxed.

Two further points worth knowing:

• Hosting location is separate from developer location. Your application and data can sit in an EU region (Frankfurt, Amsterdam, Dublin) regardless of where the team writing the code is based. For many European businesses this resolves the concern neatly.
• If data residency rules are absolute — some public sector and healthcare work — nearshore within the EU is administratively simpler, and worth the higher rate.

Options for European SMEs

1. Hire in-house. Right when software is core to your business. Budget €80k–€115k all-in per senior hire, plus a long hiring cycle.

2. Local agency. Right for in-person collaboration, regulated work, or where a local supplier is contractually required.

3. Nearshore (Poland, Czechia, Romania). Same or near-identical time zone, EU data residency, and strong engineering culture — at roughly half Western European rates. The natural compromise where data residency matters.

4. Offshore (India). Typically 20–30% of Western European agency cost. Best for well-defined builds and ongoing maintenance, and with a shifted working day the overlap reaches around 8 hours — effectively a shared working day.

Working across the Europe–India time difference

India is 4.5 hours ahead of CET (3.5 during summer). What matters more is the team's working hours:

• A shifted Indian day of roughly 12:30pm–10:30pm IST maps to about 9am–7pm CET
• That covers the full European working day — around 8 hours of overlap
• You can call at 9am or 5pm CET and reach the team either way
• Queries are typically resolved within the hour rather than overnight

At that point the overlap is comparable to nearshore, at a fraction of the cost. The caveat is that not every offshore team will do this — a team on standard Indian hours signs off at 3:30pm CET, which is where the "offshore is slow" reputation comes from. Ask about working hours before you sign.
